General Lisandro Abadia, Armed Forces Chief of Staff, said that several members of this syndicate had been arrested, including government officials like an NBI agent, four personnel from the Bureau of Immigration, a soldier, and the wealthy businessman Arturo Atayde, who was said to be the financier and mastermind of the group. Their victims included American businessmen like Greg Stillwell and John Kigan, as well as several wealthy Filipino-Chinese, who had long been targets of this type of crime.
While this news shocked the public, Vice President Joseph Estrada, who was also the country’s anti-crime czar, quickly issued a statement.
